There are 6 types of Subjects players can get in Victoria 3, and Dominions and Puppets are the ones most will get through diplomatic plays. There are a few very important factors that decide the difference between a Dominion and a Puppet in Victoria 3:

By looking at the facts, Dominions are a more autonomous Subject that can work as a normal country. However, the only difference between an independent country and a Dominion is that the Subject will have to pay weekly tribute to its overlord.
Puppets are the superior Subjects, as they join your every war, don’t have any kind of autonomy, and will pay you more taxes. Also, you can also always start a diplomatic play and annex your Victoria 3 Puppet.
So, if we had to choose who the winner is in a Dominion vs Puppet battle in Victoria 3, we would always choose the Puppet. Dominions are nice, and they can get you a nice chunk of income for less infamy. However, long-term, getting Puppets is better.
