She is the mother of Topi and she lives right next to your farm. If you open the map, you can see where Topi’s house is.
The best way to find her and give her the Lost Letter is to go to her house at 7 AM. That is the moment when she leaves her house. Talk to her and the quest will be done. You can also catch her at around 6 to 7 PM walking back to the house.
If you don’t want to wait for a new day and want to talk to her now, your best bet is to find her close to the Library at noon. At exactly 12 PM she should be inside the Library, delivering letters. After that, she will walk toward the town hall.
