What are Volunteers in HOI4
In Hearts of Iron IV, volunteers are troops sent from a nation to a nation currently at war. Volunteers are often a great way for the player to send their troops to gain both troop XP and army/air force XP and allow for the unlocking of new doctrines, spirits, or editing of templates.
Additionally, it is a great area to test out a design or template’s effectiveness when dealing with foes, giving the player ample time to adjust before heading to war.
To send volunteers, the sending nation must be at peace and remain at peace while their volunteers are fighting otherwise the volunteers will be recalled immediately upon the outbreak of war.
The receiving nation (if AI and not player controlled), must be friendly to the sending nation (usually the same ideology or having a high relationship).
Volunteers are often limited by their ideologies – fascist countries have no limit to sending volunteers (like what Germany and Italy did historically in the Spanish Civil War) while democracies (with the exception of France) have limits to their volunteers.
All volunteers are controlled, maintained, and supplied by the sending nation, not the receiving. Sending volunteers will often increase the world tension so keep that in mind.
Air Volunteers
In HOI4, the DLC pack Waking the Tiger must be owned to be able to send air volunteers. To send air volunteers, simply tick the button to send air volunteers alongside the army. After this, you can directly move your squadrons to position in the receiving nation’s airbases.
To know how many air volunteers you can send at once, both the sending nation and receiving nation have criteria to fill.
For the sender, the number of volunteer planes that can be sent is 20 volunteers for 100 planes owned. So if the sender has 2000 planes deployed and in the stockpile, they can send 400 planes as volunteers provided this stockpile and deployed plane numbers are maintained.
For the receiver, the number of air bases and their levels determine how much the country is capable of receiving.
Each level of the air base is capable of accepting 20 volunteer planes so if the sending nation is capable of sending 200 volunteers but the receiving nation only has enough air bases to accept 100, this will be the limit of the air volunteers regardless of the number of planes the sender has.
How to Send Air Volunteers in HOI4
To send an air volunteer, simply tick on the box for sending air volunteers when selecting the send volunteers diplomacy option. Do note that you do not need to have any armies ready for sending as you can simply opt to send your air volunteers to join the conflict.
After this, select your squadron and move them to the receiving nation’s air base. In each airbase, you should see the combined amount of planes allowed to take part in the conflict and shelter within the receiving nation. Following this, you are free to choose any air missions within the conflict’s air zones.
To return the volunteers back, select your squadrons and redeploy them back to your bases or an allied one.
