What makes a Pokemon great? Besides good stats. It’s great moves. And they are usually bogged down by their base move set, unless you teach them some new moves using TMs. In Pokemon Legends: Z-A, players can get 107 TMs through various ways, and can use them to endlessly teach their Pokemon new moves, depending on the upcoming fight. There’s no limits and you can change their move set at any time before a battle. To actually get them, there are 5 main ways: complete Mable’s research, defeat trainers in the Z-A Royale to get to the F-A ranks, complete side missions, pick up golden pokeballs lying around the world map, and talk to random NPCs that are feeling generous.
Below I’ve listed all of the TMs in the game, as well as how and where to get each one of them.

TMs from Side Missions (Locations and Unlock Requirements)
I’ve ordered these based on the chronological order you will get the Side Missions. The first TM side mission appears once you reach Rank W.
Will-O-Wisp

During Main Mission 8 to get to Rank V (current Rank W), you’ll unlock Side Mission 26 – Burn, Litleo, Burn at Restaurant Le Yeah, on the other side of the street from Quasartico Inc. You’ll just need to beat Armie’s Fire-type Pokemon to complete the quest.
Substitute

During Main Mission 8 to get to Rank V (current Rank W), you’ll unlock Side Mission 29 – Full Course of Battles: One Star at Restaurant Le Nah, south of Wild Zone 6. You’ll have to beat 3 trainers in a row.
Reflect

During Main Mission 10, current Rank F, you’ll unlock Side Mission 34 – Moves That Put a Wall, south-east of Cafe Kizuna. You’ll have to beat a trainer that likes defensive moves.
Spikes

During Main Mission 15, current Rank E, you’ll unlock Side Mission 41 – Watch Out for Traps, in the court north of Wild Zone 1. You’ll have to beat a trainer that likes trap moves.
Fly

During Main Mission 19, current Rank E, you’ll unlock Side Mission 46 – Pidgeot Soaring High, in the port east of Justice Dojo. You’ll have to beat a trainer that likes the Fly move.
Whirlwind

During Main Mission 20, current Rank D, you’ll unlock Side Mission 60 – Full Course of Battles:
Two Stars, at Restaurant Le Yeah. You’ll have to beat 5 trainers in a row.
Metronome
During Main Mission ?, current Rank C, you’ll unlock Side Mission 79 – A Fateful Swing of a Metronome, at Cafe Kizuna. You’ll have to beat a trainer that like the Metronome move.
Agility
During Main Mission ?, current Rank C, you’ll unlock Side Mission 88 – The Nervous Novice Cabbie, north-west of Wild Zone 3.
Knock Off
During Main Mission ?, current Rank B, you’ll unlock Side Mission 94 – Full Course of Battles:
Three Stars, at Restaurant Le Wow. You’ll have to beat 10 trainers in a row.
Self-Destruct
During Main Mission ?, current Rank B, you’ll unlock Side Mission 96 – Let Us Battle… Artistically, north of Prism Tower. You’ll have to beat a trainer that like the Self-Destruct move.
TMs from Exploration (Locations)
The order for these ones is more based on a combination between the natural order you might find them, geographical closeness, and difficulty to get.
A lot of TMs won’t appear until specific Wild Zones appear, so I also ordered them based on the unlock “time.”
Early Game Locations
Work Up

In Wild Zone 1, climb the highest building in the western part and walk to the north-eastern edge. The yellow pokeball is instanly visible once you reach the highest floor.
Headbutt

Walk south of Vert Plaza’s southern entrance, along the riverside, and you’ll reach some rocks. Break them with any high-power physical move or Rock Smash and you’ll find the golden pokeball at the end of the path.
Swift

Right in the middle of Vert Plaza, next to a tree.
Icy Wind

In Vert Sector 2, climb up the ladder in the northern part of the inner courtyard and walk to the south-east on the rooftop. The TM is right at the end, overlooking the Plaza.
Thunder Wave

Inside the inner courtyard west of Hotel Z. You can reach this area using the ladder north of Wild Zone 1. To actually get the TM, you’ll need to burn the brambles hiding it.
Electroweb

Talk to the man in a pink hoodie with a yellow dialogue bubble at the southern entrance into the eastern courtyard in Bleu Sector 7.
Bullet Seed

To reach this one you’ll first need to enter the underground section accessible from Bleu Sector 3. To get there, you’ll need to destroy some sludge with Water or Psychic-type moves. Then, inside Sector 1, climb to the roof and walk to the south-western edge to find the yellow pokeball.
Double-Edge

Climb the ladder behind Cafe Woof, cross the bridge to get on the rooftop of Cafe Woof, destroy the brambles with Fire or Flight-type moves, and pick up the golden pokeball in the south-eastern corner of the roof.
Night Slash

In Wild Zone 10 (Rank V at least), climb the ladder next to Espace Vide and go to the center rooftop, with the Alpha Arbok. Destroy the sludge with Water-type moves and get the TM.
Flip Turn

Very easy one to get. Climb using the Holovator in Magenta Sector 3 and walk to the west until you see the golden pokeball standing on the edge to the south-west.
Power-Up Punch

Climb the ladder in the northern part of Wild Zone 9 (Rank V or higher) and go to the southern part of the rooftop where the Kadabras are waiting to fight. The yellow pokeball is right there.
Stealth Rock

Get to the top of the Screw course in the northern part of Magenta Sector 6. Walk on the roof to the south-west and climb to the top of the highest building. Continue on the way and get down a staircase, go around it, and you’ll find a hidden TM in a corner, overlooking the building across.
Dazzling Gleam

Right in the middle of Magenta Plaza. Destroy the brambles with Fire/Flying-type moves and pick up the golden pokeball behind them.
Brick Break

This one requires a lot of going around. First, go to Magenta Sector 7 and enter the sealed courtyard to the north by breaking the obstacle with Fire. Then, climb the hidden ladder to the roof and walk all the way to the east. The TM is down on a container next to the training court. You just need to fall on it properly.
Aerial Ace

In the western part of Rouge Plaza, walk up the stairs inside the building. The TM is up there.
Rock Tomb

Right in the middle of Jaune Plaza.
Endure

On top of the rooftop in Jaune Sector 5 overlooking Jaune Plaza. Get up using the Holovatornext to the Pokemon Center, cross the web bridge, break the rocks to the west, and climb to the garden full of bugs where the TM is shining.
Fire Spin

In the southern part of Wild Zone 4, behind the main building in the cemetery. Destroy the brambles with a Fire-type move.
Roar

Take the Holovator and walk on the western side of the roof of the building west of Rouge Plaza.
Curse

Talk to the goth woman with a yellow dialogue bubble standing in the intersection between Magenta Sector 3 and 6.
Toxic Spikes

Get the Holovator north of Academie Etoile in Rogue District and walk to the west. You’ll reach a fence. Walk around it and fall on the terrace below. Climb the ladder, walk to the west and fall on the lower floor. The TM is right below, next to the wall.
Future Sight

Talk to the blonde woman with glasses with a yellow dialogue bubble standing on the promenade overlooking Saison Canal in Jaune Sector 6. He’s only there during daytime.
Dig

Talk to the worker with a yellow dialogue bubble standing next to Hotel Richissime at the end of Hibernal Avenue. He’s only there during daytime.
Water Pulse

Inside Wild Zone 6. Use the Holovator and walk on the rooftops all the way to the south to find the TM overlooking the canal.
Rank E or Higher Locations
Crunch

In the Sewers, which you’ll enter during the Rank D Promotion Main Mission. After Igor breaks the door, go to the left, then to the right, and straight, to reach the TMs location. Break the ice block with Water/Fire-type moves and get the golden pokeball on the other side.
Body Slam

On a platform that’s part of a Screw course inside Sector 4’s courtyard. You can only reach this specific platform using Glide. Fall next to the structure and press A right as you reach the same height as the platform you’re trying to land on.
Power Gem

On the rooftop next to Sector 9, behind Hotel Z. You can reach this area after unlocking Glide by going up the stairs behind the hotel and gliding to the west.
Iron Defense

You can Glide from small building in Vert Sector 6 which has a ladder on the north-eastern side onto the rooftops over Racine Construction. The TM is right above the fast travel point.
Ice Beam

In the middle of the arena in Aymlis Park. Break the rocks to get inside and it will sit right on the pokeball logo.
Energy Ball

To get to this one, you’ll first need to get to the top of a Screw course in Bleu Sector 3. Glide off the top onto the roof to the north and walk to Aymlis Park on the rooftops. Go around the east all the way to the end of the rooftops, breaking the ice rocks with Fire or Water-type moves to create bridges, until you reach the golden pokeball.
Iron Head

Fix the Holovator by giving the worker any drink and go to the location in the image above.
Dragon Pulse

Climb the ladder on the building north of the Rust Syndicate (it’s on the north-eastern side) and Glide onto the Rust Syndicate roof. Go around the bamboo and pick up the yellow pokeball at the southern point.
Toxic


To reach this one, you’ll just need to get to the roof of the Galerie de la Lune in Rogue District. To do this, you’ll need to start the Screw course to the north-east until you reach a bridge where you can’t continue the course. Here, you’ll need to drop off below.
Once you do, you have direct access to the ladder that leads to the roof, and to the TM.
Dragon Claw

This one is actually kinda hard if you don’t know the trick. The TM is located on the roof in the south-western face of Academie Etoile in Rouge District. To get there, you’ll first need to take the Holovator north of the academy and walk to roof of the tall building to the west that’s right next to the academy.

From the edge of the roof, Glide onto the roof of the academy. Then, approach the little part that sticks out next to the larger tower that you can’t climb. Slip off the edge while spamming A and Glide onto the ledge. Walk on the ledge and you’ll reach the TM.
Hyper Voice

This one was very tricky to figure out but it’s actually very simple in execution. It’s right on the roof of the building west of the northernmost Center in Rouge District.

To get there, you’ll need to climb a ladder in Rouge Sector 7, right next to the training court south of the sector name on the map. Go around until you find a little set of boxes that allow you to climb on the ledge. Once you get up there, drop off and Glide onto the roof on the TM building. The pokeball is right around a chimney.
X-Scissor

Right in the middle of Wild Zone 13, inside brambles you can destroy with Fire or slash moves.
Psychic

Inside Wild Zone 11, inside destroyable brambles (Fire-type moves).
Rank D or Higher Locations
Waterfall

In the Sewers. You will gain access to this part of the Sewers with The Camerupt Entrepeneur side mission in the underground part of Blue Sector 3, accessible after clearing the purple sludge in the inner courtyard.
Inside, walk straight to the end, take a right, create an ice bridge, and get the golden pokeball on the other side.
Discharge

In the southernmost corner of Wild Zone 14, Electrical Substation. Break the rocks and get it.
Wild Charge

Fix the Holovator east of Justice Dojo and walk on the rooftop to the west until you reach a rooftop garden overlooking the dojo.
Taunt
In the upper left corner of the Sewers accessed during Main Mission 20 in Magenta Sector 8.
Rank C or Higher Locations
Flamethrower

Spawn on top of a building you can climb onto using a ladder on the north-eastern side. Only appears once Wild Zone 17 appears.
Shadow Ball

On top of the building overlooking Coulant Waterway. Glide from the building in Vert Sector 6 to the north-east, which has a ladder to get to the rooftop.
Liquidation

Inside Wild Zone 16, in the northern area, right where you can see the entrance into Wild Zone 5.
Earth Power

Inside Wild Zone 15, on the roof of Cafe Ultimo. You need to take the Holovator to the south-west, cross the web bridge, and enter the zone from the roof.

Hyper Beam

Use the Holovator north of Cafe Kizuna and walk all the way to the inner garden behind the cafe. Glide on the scaffolding to get the TM.
Disclaimer: Can get this one at Rank E if you take the Holovator from Sector 11, roll Glide across Jaune Street, and then walk to the edge of Sector 5 and roll Glide onto the walled off balcony south of Cafe Kizuna. You can see in the image below the route to get to the rooftop that the Holovator gets you to.

Stone Edge

This one’s a bit annoying to get. You have to climb to the roof in Wild Zone 18, likely using the Screw course in the middle of it all, Glide to the north-eastern building, and then fall onto the platform with the TM on it, at the location shown above.
Hurricane

Inside Wild Zone 19, between the hedges in the back, through a set of brambles.
Dark Pulse
Inside Lysandre Cafe, in the server room to the east, in the orange part of the map.
