How to Pacify Ethiopia in HOI4

Once Ethiopia has been fully annexed in HOI4, Italy will receive a timed event to pacify Ethiopia within two years, or 720 days. Failure to do this will result in the loss of political power and trigger the event Ethiopia still resists. Completing this will grant the following one-time bonuses:

Political Power

Stability

Command Power

Resistance Decay Speed Bonus, Infrastructure Construction Speed, Railway Construction Speed, and Resistance Target Decrease in Italian East Africa for 730 days

One thing to keep in mind is that before conquering Ethiopia, it would be vital to prevent Haile Selassie from boarding the train and forming a government in exile.

Should this happen, he can take the focus path to reduce the compliance of occupied states in Italian East Africa, ensuring that this mission will take longer than usual.

This can be done by not attacking Ethiopia immediately after taking over, re-assigning all troops to Ethiopia, waiting for the AI to take a focus, and finishing all preparations for an offensive that is aimed at breaking the opponent within 70 days.

How to Increase Compliance in Ethiopia

To complete the mission and pacify the region in HOI4, all initial Ethiopian states should have an average compliance rate higher than 60%. Here are some methods to increase compliance fast:

Lower Resistance

Having a lower resistance is key to increasing compliance, as having a high resistance is detrimental to our daily compliance gains and will lock us out of more lax occupation laws. To decrease resistance, the following steps can be taken:

Adjust the garrison template to contain more cavalry and/or armored car battalions alongside the military police support company.

Take the continuous focus, Resistance Suppression.

Assign an agent to root out resistance in the area.

Complete certain national focuses

If you notice in the list above, we excluded making the occupation laws more drastic since it directly counters our goal of increasing compliance in the state.

In line with this suggestion, it’s best to keep infantry and support equipment coming in on a daily basis since we need lots of cavalry and support equipment to suppress all resistance in the Ethiopian states.

Decrease the Occupation Law

Naturally, a more lax law will allow for compliance to quickly foster, though at the expense of managing the resistance target.
