Formable countries are nations you can form if you meet special circumstances (usually just controlling enough land) as specific cultures in their starting areas. These new nations will increase your rank and make give you new privileges. In this guide I’ve compiled all of the formable nations in EU5, writing down the exact requirements, special conditions, and tags for these countries.

Game Rules for Formable Countries

There are 3 types of formable nations in EU5: historical, plausible, and fantasy. Historical are countries that formed during the period that the game plays out, plausible are the ones that formed after the end date or that could have realistically formed, and fantasy are relatively abnormally powerful fantasy states.

When selecting your country during a new game, press the Game Rules button in the upper right corner of the screen and the Flavor. Here, you can select what type of formable countries you want available during your playthrough.
