When Cai first joins the Heroic Games in Dagison, he’s accompanied by his childhood friend Peter and Tialla. Unfortunately for the young boy, there is nothing stopping the other three protagonists from scouting his two friends for their squads. With there being very few archers in Fortune’s Weave at all, Peter is a target that many players will be recruiting in multiple routes. How to Recruit Peter in Fire Emblem: Fortune’s Weave
Every unit’s recruitment requirements varies depending on your route in order to make sure you don’t rely on the same party for all characters. Some protagonists can get Peter relatively early while others will need to wait quite a while to get him. Here are his recruitment requirements across all four routes.

Theodora will be able to recruit Peter midway through her route while Dietrich and Leda won’t be able to get him until the end of their stories. To quickly raise Peter’s Support Level, make sure you take him to feasts and the theater as well as gift him items like Coffee Pastries to make him like you.
Once you have reached the appropriate Support and Renown Requirement, Peter will give you a short side quest called “Peter’s Request” that you must complete before he’ll join you. This quest will consist of giving Peter an item called the Phantom Ginji. Don’t worry, this isn’t some hunt for a rare vegetable that you haven’t seen before but rather an item that only exists for this quest.
Simply follow the quest marker you’re given to Mount Aegina on the eastern side of the continent and use the search function. There isn’t any RNG here, you’ll be given the Phantom Ginji on your first search. Once the item is in your inventory, return to Peter to clear the quest and recruit him to your party.
Peter’s Personal Ability is an understated yet useful one as he’ll have 1 extra range when equipped with a bow, making him an excellent sniper.
