The Heroic Games in Fire Emblem: Fortune’s Weave gives the players a unique opportunity not seen in most Fire Emblem games, the ability to recruit anyone and everyone that you fight. Whether they be a noble knight or a village burning bandit, if you see a character during the Heroic Games arc of the game you CAN get them to join your party. Perhaps no character is a better example of this than the dastardly pirate Kiroc, who is eliminated from the games very early but can be recruited in all four routes. How to Recruit Kiroc in Fire Emblem: Fortune’s Weave
Every unit’s recruitment requirements varies depending on your route in order to make sure you don’t rely on the same party for all characters. Some protagonists can get Kiroc relatively early while others will need to wait quite a while to get him. Here are him recruitment requirements across all four routes.

As you can see, Leda and Dietrich will be able to recruit Kiroc almost instantly in their routes while Cai and Theodora will need to wait until near the end of their playthrough before he’ll even consider joining their party.
Of course, like most party members in the game, Kiroc will ask for a small favor before he’ll join your party. Because he’s afraid of ghosts, he’ll need some Pure Water to stave them off before he’ll go to the battlefield again. Oddly enough, despite Leda and Dietrich having a much higher chance of being followed around by vengeful ghosts during their stories, Kiroc actually asks them to give him less Pure Water than the other two protagonists.
As for where you’ll find Pure Water, the answer is much much simpler than other recruitment quests which ask you to bring a specific item to a character. Pure Water can be bought at the item shop in Dagison. Not only can it be bought, but you can actually buy an INFINITE amount of it here so there’s no need to search for multiple shops that sell it.
Once you have give Kiroc the Pure Water that he needs, he’ll instantly join your party. His personal ability is one fitting of a scoundrel as if a foe has a status effect he’ll gain +3 Attack and +10 Crit in order to put them out of their misery.
