The Vandahl Trading Company in Fire Emblem: Fortune’s Weave is less of a clan and more of a business, as a result there isn’t a single member of this clan other than Talimun himself who you can’t convince to hop out of his boat join your party instead. This of course includes the amnesiac Fianna, who despite appearing to love and owe her life to Talimun will quickly leave him to join your team for a price. How to Recruit Fianna in Fire Emblem: Fortune’s Weave
Every unit’s recruitment requirements varies depending on your route in order to make sure you don’t rely on the same party for all characters. Some protagonists can get Fianna relatively early while others will need to wait quite a while to get her. Here are her recruitment requirements across all four routes.

Leda is the only character who can recruit Fianna relatively early in her route but no one will have to wait the entire game before getting her. Which is good as you don’t want to find yourself in a situation where you’re desperate for a healer but there’s none available.
Each protagonist needs to reach Rank 3 Support with Fianna before she’ll join them, so make sure you invite her to meals, bring her to the theater, and bring her gifts she loves like Arrowhead Gems, Blue-Rose Bouquets, and Volcano Ghosh
Once you have gotten enough Renown and reached rank 3 Support with Fianna, you’ll be able to ask her to join your team. Sadly, she still owes a lot to Talimun and won’t be joining your party for free. Despite that, her actual asking price to leave one clan and join another isn’t that high.
If you have 3000 gold on hand (There are almost certainly enough side quests in your current chapter to get that much) then you can pay Fianna to join your party. Fianna’s personal skill is a very interesting one as gives her a chance of healing an ally without any cost to her magic, essentially giving you a free heal if you’re going to be in situations where you’re healing more than 10 times per stage.
