Loyalty matters little when it comes to recruiting units in Fire Emblem: Fortune’s Weave. Even someone who is another character’s sworn guardian will be willing to jump over to your side if you’ve got enough Renown. Take Nezha for example, he may be Anatolia’s guardian but each of the four flame lords is able to recruit him at some point during their playthrough. How to Recruit Nezha in Fire Emblem: Fortune’s Weave
Every unit’s recruitment requirements varies depending on your route in order to make sure you don’t rely on the same party for all characters. Some protagonists can get Mikaela relatively early while others will need to wait quite a while to get her. Here are her recruitment requirements across all four routes.

Cai and Theodora will be able to recruit Nezha relatively early on in their routes while Leda and Dietrich will have to wait until much later in the game before they’ll be able to add him to their ranks.
Everyone needs to get Nezha to Support level three before he’ll join up with you so make sure you take him to feasts, go to the theater with him, and give him gifts every week to raise that support level as soon as possible. His favorite gifts are Strategy Manuscript and Tales of Adventure so give him those for a massive support boost.
The big barrier between you and having Nezha in your party however if his special requirement, as Nezha will ask you to give him 3 pieces of Sandworm Meat before he’ll join your party. This is considered a rare material but only because there aren’t that many areas in the world where you can grind for Sandworm Meat.
As the name implies, Sandworm Meat is an enemy drop obtained from Sandworm enemies. Sandworms primarily spawn inside of caves in the desert in the northwestern part of the continent. They also have a chance to spawn in overworld wild animal pack encounters, but you cannot control what types of enemies you encounter there.
The best location to grind for Sandworm Meat is Adid’s Cave in the middle of the desert, as typically seven Sandworm enemies spawn in this dungeon. That should give you more than enough meat to clear any quest that needs them and to recruit Nezha.
Of course, this advice comes with a small caveat as Cai is unable to go to the desert during his route. This doesn’t mean that he can’t get Sandworm meat, it’s just going to be a much longer grind. Near Dagison, there is a dungeon called the Heretics’ Cave. Cai can go here during his route, but typically only a single Sandworm will spawn here per cycle. So you’re going to have to check back every once in a while if you’re grinding Sandworm meat as Cai.
Once you’ve got the Sandworm meat, return on over to Nezha and you’ll finally be able to recruit him. His Personal Skill gives him a 50% chance of gaining +3 Strength during combat during the player phase, which is a very useful skill for a character running out into the frontline to fight enemies.
