Due to the Vandahl Trading Company being more of a business clan than a true group of allies, it should come as no surprise that its employees are all ready to leave Talimun and join up with your clan with little to no convincing. One of these characters is the crafty gambler Simon. While he can be a bit of a menace when fighting him in the Heroic Games, he’s equally as good as an asset in your party. How to Recruit Simon in Fire Emblem: Fortune’s Weave

Every unit’s recruitment requirements varies depending on your route in order to make sure you don’t rely on the same party for all characters. While no protagonist can get Simon early, in order for him to remain with Talimun for some specific events, Cai will need to wait slightly longer than everyone else to recruit him. Here are his recruitment requirements across all four routes.

Everyone but Theodora will need to raise Simon’s Support level to 3 before he’ll join your clan. So make sure you give him gifts and bring him to feasts and the theater every week for a few weeks in order to make him like you enough.
Simon has another trick up his sleeve before you recruit him though. He’ll flip a coin and ask you to call it, heads or tails. Every guess will cost you 500 gold but don’t worry, this isn’t up to random chance or even a guess at all once you’ve gotten the answer correct once.
After Simon flips the coin, call Tails and you’ll win the flip. This is true for all four protagonists no matter how many times he flips the coin. It’s a bit of a crafty trick on Simon’s end but at least you won’t need to rely on any RNG outside of combat for once.
With a gamble like that, it shouldn’t come as any surprise that Simon’s personal ability is also based around gambling, as he has a chance of surviving lethal attacks with 1 HP. The chance he survives raises with his luck stat so you’ll need some good level growths in order to consistently trigger it.
