To recruit Veyle in Fire Emblem Engage, you will need to reach Chapter 22, The Fell & the Divine. There is no way to get her sooner in the story. Veyle will just naturally join your party at the start of combat and then will remain with you till the end of the game.

There is no way to miss out on Veyle, as she is a mandatory companion. All you can do now is be happy you got another amazing character to join you.

Veyle is a Fell Child / Dragon type that can destroy almost any enemy in her way. With the ability to use both knives and tomes, Veyle will be an unstoppable force until the end of Fire Emblem Engage.
