You are in the middle of a war in Victoria 3 and you mobilized and conscripted too many troops, your economy is dying, and you have to demobilize. Well, demobilizing would be the normal thing to do in this situation, however, you have no idea how to do it. So, if it even is possible, here is how you can demobilize your troops in Victoria 3.
Can you Demobilize in Victoria 3?

You can easily mobilize all your troops by just going to the Military tab on the left side of the screen and pressing, while in a diplomatic play or war, to Mobilize all Generals. However, when it comes to demobilizing, the job will not be so easy and straightforward.
If you are in an active war, there is no way to demobilize your troops in Victoria 3. The only way you can demobilize them is to end all the wars you are currently participating in.
All of your troops will automatically demobilize in Vicky 3 once all wars and diplomatic plays you are part of being finished. There is nothing you can do besides backing out of diplomatic plays or doing a peace treaty in a war to tell your troops to stand down.
When asked about this missing feature, Martin “Wiz” Anward, the game’s director, answered on the Paradox Forum that “The problem with allowing demobilization is that it takes a lot of what’s interesting about mobilization (the fact that you’re committing to certain expenses and losses)”.
From the sounds of it, it looks like demobilization won’t be a part of the game. But, since many players are asking for it a lot, who knows what will change with the coming DLCs.
